Performs integrated accounting / financial management in country head office and field offices. Develops / maintains financial policies and procedures. Ensures compliance to local accounting laws and tax code, legal risks avoided. Ensures all finance staff of SCUK and of sub-grantees are aware of all accounting / reporting requirements and software (SUN, FBS, Quicken, spreadsheets). Identifies and responds to the information, training and support needs of SCUK field offices and project partners on financial management. Liases with donors, local fiscal authorities, internal / external audit services, updates SMT on any changes in financial environment.
Develops systems to ensure compliance to donor regulations. All final / interim reports to all donors and HQ. Facilitates financial planning and budget monitoring, serves as financial adviser to Programme Director and operational staff. Overall management of institutional donors (USAID, EU, NOVIB, UNICEF, etc) budgets over 1m USD p.a.
Ensures all financial policies are followed at all level in country. Runs spot check and regular financial / performance audits to ensure compliance to local account / tax regulations, donor / HQ provisions, IAS and safe financial practices.
Managed all administrative functions in a designated impact area, including fleet, office, utilities, assets / stock and procurement management in Khatlon area.
